The purpose of this document is to clearly set forth the rules and procedures that govern the operation of the KCM facilities and channel. These rules and procedures are intended to encourage maximum participation by groups in the City of Knoxville and Knox County in a fair and equitable manner.
These policies may be revised by the KCM Board of Directors in response to the changes we face as demand on our resources increases and as the needs of the community evolve. Approved changes in these policies will be published in print and on our website. Effort will be made to notify producers of policy changes; however producers are responsible to keep up to date on current policies.
This document describes the policies pertaining to training, equipment & facility use, channel use and user privileges. They are guided by: The Constitution of the United States of America; The Cable Communications Policy Act of 1984, as amended; the Cable Consumer Protection Act of 1992, as amended; the Telecommunications Act of 1996; other applicable federal and state laws and court decisions; KCM’s Bylaws; KCM’s service contracts with the City of Knoxville and Knox County; and cable franchise documents for the City of Knoxville and Knox County.
The policies and procedures described in this document supersede all other Producer Guidelines previously issued by KCM, as well as any expressed or implied representations previously made by the employees or Board of Directors of KCM. KCM specifically reserves the right to modify these policies and procedures. Announcements of policy changes are made by the Management. If a member has questions concerning current policies and practices, he/she is encouraged to discuss them with the Management.
